The Panama-flag 6,813 dwt chemical oil products tanker ‘Royal Grace’ and its 22 crew were hijacked by heavily armed Somali pirates operating from a skiff last Friday.
Military officials and the shipowner confirmed the news to local media on Sunday.

According to international news agencies, the vessel had lost contact with its Dubai-based shipowner and manager- Oyster Cargo & Shipping.

However, on Sunday afternoon, the vessel’s master emailed the owner saying that the vessel was steaming towards Somali coast under the command of the pirates.

“In the past, most shipowners opted for 25-30 years old vessels at low prices. However, with the increasing importance of safety and environmental-friendliness requirements, buyers are paying more attention to this respects,” Wirat says. Currently Thai owns 190 tankers nationally, but more than 70% of the vessels are over 25 years old.

Ministry of Treasure has been entrusted with the issue. The Export-Import Bank of Thailand announces to provide ฿300 million financing support in five years. Meanwhile, Japan has promised to supply free ship design for the plan.

At the time being, Thailand gains ฿4.0 billion from shipbuilding and ฿2.0 billion from ship repairing business each year, with an average annual export ship value of ฿ 2.8 billion.
However, Warit says Thai shipbuilding industry will make no progress without this plan. Warit appeals to the government to support shipbuilding industry and encourage shipowners to enter the market.

Its deputy managing director and head of marine policies, Audrey Poon, said: “We’re getting more demand for piracy cover from cargo owners whose goods pass through the areas that are targeted by Somali pirates.”

Poon noted that demand comes from customers who do not have comprehensive insurance cover. This is partly because cargo claims can fall under general average, which is an insurance principle that makes several parties in a sea venture responsible for any losses.

Maritime insurance policies can affect piracy coverage, so some customers are upgrading, pointed out Poon, who explained: “Standard marine policies can be divided into Clauses A, B and C.

“Clause A is the most comprehensive and includes piracy. As the piracy situation off Somalia has been worsening, customers who have policies under Clauses B and C are requesting for customised piracy cover.

“We even have enquiries from cargo traders’ banks, which are concerned about the increasing attacks,” Poon said. “Every month, we get reports of two to three vessels being hijacked.”

Poon added that these traders would not consider upgrading their insurance coverage to the Clause A type as not all their cargoes pass through the pirate-infested waters.

CMA CGM said it appeared that part of the davit’s hoisting mechanism had given way while the boat was being lifted back aboard during the exercise at the Chinese port of Yantian on 15 April.

The vessel’s master and first officer dived into the water in an attempt to aid the three men, but the two French officers died in the fall, the company confirmed.

CMA CGM told Fairplay that the davit and lifeboat had been inspected in September, and a similar test exercise was carried out using the boat in January. It added that both pieces of equipment were equipped with a fall prevention device, in line with the recommendations of the IMO.

In a statement, the group said it is “working with the French flag authorities, the manufacturers and safety experts in order to ascertain exactly what occurred and to do everything possible to ensure that these tragic events are not repeated”.

The company indicated to Fairplay that CMA CGM Christophe Colomb had been authorised to leave the port after having taken on board two craft to replace the lifeboat involved in the accident.

The company “has secured the release all 27 crew members and the MV Thor Nexus seized more than three months ago”, Thoresen said in a statement.

“With the assistance of the Royal Thai Navy, the company has requested an escort vessel to accompany our ship after leaving Somalian waters,” it added. “All the crew are in good health, and the company expects to reunite them with their families sometime next week.”

The bulker had been held since Christmas last year, when it was seized 450 n-miles northeast of Socotra Island in the Indian Ocean.

A man who identified himself as a pirate told Reuters that the 20,377dwt vessel and its crew were freed yesterday after the hijackers “received a $5M ransom early in the morning”.

Andrew Mwangura of the East African Seafarers’ Assistance Programme told Fairplay that “the vessel was released yesterday afternoon after a ransom was dropped by a small aircraft”, adding that the bulker is now travelling to Mombasa.

Thoresen’s transport executive VP, David Ames, said in a statement: “We look forward to bringing our crewmen back together with their families as quickly as possible. After being held hostage for nearly four months, our men need time to recover from their ordeal.”

The 22,668dwt, Abu Dhabi National Oil Co-owned Arrilah-I was seized on 1 April east of Oman, an official source told the UAE’s WAM news agency.

“The anti-terrorist unit, supported by the UAE air forces and air defence units, and in co-ordination with the US 5th fleet, boarded the vessel today, following which the pirates surrendered,” the source told WAM yesterday.

“The pirates are under guard and will be handed over to officials of the UAE Ministry of Interior on arrival at Jebel Ali.”

Meanwhile, NATO flagship HNLMS Tromp rescued the crew of hijacked dhow after a gunfight off Somalia on 2 April.

“Ten pirates tried to escape in a skiff, but were quickly captured, and five were wounded and subsequently received medical care on board the Dutch warship,” NATO said in a statement, adding that two pirates were killed in the battle.

A previously hijacked box ship, the 1,066teu Albedo, began heading towards HNLMS Tromp after the gunfight began, but retreated after the flagship fired warning shots across its bow. “HNLMS Tromp then escorted the freed dhow and crew to safer waters,” said NATO.

According to the IMO, the letters come in the wake of damage to the Fukushima Daiichi Nuclear Power Plant in Japan.

The letter states that presently, all international seaports that haven’t been damaged by the quake and tsunami are operating normally.

According to Japan’s Ministry of Land, Infrastructure, and Transport and Tourism, no health risks from the radiation crisis has been detected around the port.

Maersk (Asia Pacific Region) CEO Thomas Knudsen told Fairplay: “Every shipping company that is doing business in Japan would be monitoring the radiation levels. Our office in Japan is operating normally, and staff there are looking at the hourly news updates.”

Knudsen said Maersk’s shipments to Japan have been unaffected, with all but 10% of these unloaded outside the danger zone, at Kobe, Yokohama, Osaka and Tokyo.

Neptune Orient Lines spokesman Mike Zampa told Fairplay: “We have advised vessels sailing to Kobe and Yokohama to keep a minimum 200 n-miles from the affected area. Otherwise, our operations remain normal.”

An NYK Line spokesman said: “There are debris from the tsunami near the struck area, so it’s better to stay away. And since there is no cargo to load or unload, there is no reason to be close to the tsunami-hit area.”

Japanese authorities, who have ordered ships to stay 30km offshore, said yesterday that the reactors of the damaged Fukushima Daini nuclear power plant are safely under control.

But not everyone is convinced. A Shanghai broker whose clients are Chinese box carriers told Fairplay: “My clients are telling me their crew members are worried about sailing, but as long as there is cargo to be shipped to Japan, it is business as usual.”

The International Maritime Bureau said three skiffs, each with 6-8 pirates on board, chased the tanker yesterday just 40 n-miles off Porbander. The IMB did not name the vessel involved, but EU NAVFOR confirmed to Fairplay that it was the 105,703dwt tanker NS Century. The master undertook evasive manoeuvres and alerted all crew members as the skiffs approached, before armed guards fired warning shots at the pirates, the IMB reported. The pirates then stopped their attack and were seen moving towards a mother vessel.

The Somali nationals were charged today with using firearms against the Malaysian armed forces with the intention of causing death or injury, the Associated Press reported.

The accused were arrested on 20 January after the Malaysian navy stormed chemical tanker Bunga Laurel, which had been boarded by pirates in the Gulf of Aden. Prosecutors told the court that the suspects shot at Malaysian commandos, but no injuries were reported, according to the AP.

The group did not enter a plea during their appearance in a Kuala Lumpur court, Reuters reported, adding that the three defendants who were 15 years old when they were captured would not face the death penalty.

If found guilty, the seven would be the first Somali pirates to be prosecuted by an Asian country, the news agency said.

They also rescued 20 fishermen of Thailand and Myanmarese nationalities who were being held hostage by the pirates after Prantalay was hijacked by them on April 18 last year. Since its hijack, the vessel was being extensively used by the pirates to launch attacks on merchant vessels passing along the shipping lanes off the island chain.

“The vessel has been a risk to international shipping for many months and has carried out several attacks,” said the Navy in a media release.

Colonel Richard Spencer of the UK’s Royal Marines used an IMO piracy workshop in London to excoriate the shipping industry for, in many cases, failing to take adequate self-protection measures or assist the co-ordinating naval bodies.

“NATO has taken to phoning up ships within 50 miles of a mother ship sighting to warn them of the risk,” he told delegates, because the commercial ships are not heeding NAV warnings. “They are sailing blind.”

Spencer acknowledged the inadequacy of the political response and the lack of naval resources available but also said fewer attacks would succeed if ships could hold off pirates for 45 minutes.

“You’ve got to play the game [and] fight harder for your ships,” he declared. “I recognise they [crews] are civilians, but if it were me in a choice between 45 minutes and eight months held hostage, I’m in for a fight.”

Some flag states are registering ships for passage and providing LRIT information, but their ships “as we watch them go by” are obviously not implementing best security practices, he said. “There is a reason why some flags consistently have the highest number of ships taken,” Spencer said. “I’m speechless as to why some flag states are not doing more.

“There are an awful lot of club-class flights and conferences, but are they meeting their responsibilities?”
